Okay I'm waiting for luigi to send me the picture and it's been at least 4 days now! anything I have to do?btw he says in the good egg galaxy but he hasn't sent letter

I don't know. I'd just try to go find him there in one of the missions. Try the 1st three, then see if you can find him. He's on the roof of the house that you see in the beginning.
And I don't understand the title >.<
